It depends on the MATLAB version.
According to the previous release system requirements page, R2016b is the first release listing Windows Server 2016 as a supported OS.
For the earlier release, It may work at your own risk. As far as I know, R2008a cannot run normally on Win Server 2016.

Latest version of MATLAB is supported on the following Windows platforms:
