PSAT is not a MathWorks tool -- it is developed by a third-party author. This is likely why you weren't able to find anything in our documentation/other resources.

MathWorks' power systems modeling tool would be SimPowerSystems. People on this site would be able to help you out with this, but not necessarily with PSAT.
