Compiled code can't find the Matlab runtime

I have an exe I just compiled with 2015b, but it complains about finding the runtime. First, I thought the runtimes were included with the matlab install. Never the less I downloaded the runtime and rebooted, but still receive the following when running the exe from a bat file, what am I doing wrong?

did that, still no joy. Never had this issue before, my machine has both 14a and 15b installed, all x64 with MSVC++ 2010.

I find I can run a simple compiled file just fine.
Is it possible that utilizing a custom class with a packaged folder subfolder structure is a problem? I looked in the docs, but couldn't find any reference in 2015b to not allowing custom classes.
