See attached picture. I have modeled a very simple hydraulic system and pressure readings are as expected, but I am reading no flow. I've double-checked all of my parameters and nothing seems out of line. What am I missing here?

You need a 'Hydraulic flow rate source' instead of tank.

Actually, the tank is fine. Sebastian's answer is correct. The system works fine if the pressure gauge is connected in parallel.

I think the problem is your Hydraulic Pressure Sensor is connected in series, and is acting as an infinite resistance. Flow sensors go in series; pressure sensors go in parallel.
Make sure you connect that sensor in parallel, so there is a flow path from the tank all the way through the reference.
