Why does test(2)=1 create a 1x2 array rather than a 2x1 array?

Why does
test(2)=1
create a 1x2 array rather than a 2x1 array, when test has not been defined before? Is there any reasoning behind it?

History.
So that when people do quick calculations, the results will show up across the page rather than using up a lot of vertical lines each with small amounts of output.
