RTL-SDR Hardware Support Package Install Error

I am receiving an error when attempting to install the hardware support package.

Error installing third party software RTL-SDR Precompiled Windows Libraries: java.util.zip.ZipException: archive is not a ZIP archive.

Any ideas on what is causing this? Java is up-to-date

On Windows, the third-party software is downloaded to a directory similar to this:

C:\MATLAB\SupportPackages\R2015b\downloads\rtlsdrradio_download

The zip file is called "RelWithDebInfo.zip". Can you please check if the size of this file is 417KB. Also, can you open the zip file with another zip tool?
