help in detecting head using hough transform

hello,I am working on head detection using hough transform, I am trying to implement "A New Efficient Ellipse Detection Method" by (Yonghong Xie Qiang , Qiang Ji / 2002) algorithm for head detection but I am unable to achieve the required result....can u please help me regarding this...
