how to combine panel with non panel data

my model is :

y(it)= c + b*x(it)+ k*z(t)

where i={1:N}; t={1:T}. and y(it)={y(i1):y(iT)} so x(it)=={x(i1):x(iT)} c is a constant, b and k are vectors of coefficients

my question is how to implement such a model with the panel toolbox, and i want to know the appellation of such a model
