MSE comparision for Testing Validation and Testing

Hi, may i know which one is better if i have 3 sets of MSE:

SET 1

Training: 0.2

Validation: 10.7

Testing: 9.6

SET 2

Training: 8

Validation: 7

Testing: 13

SET 3

Training: 0.5

Validation: 16

Testing: 12

What is the definition of the 3 categories: Training, Validation, and Testing? MSE involves a "test" image and a "reference" image that you want to compare the test image to. Where/what are your "reference" images that you're getting the MSE from?
