Plot onto a regional map

I want to overlay a polar plot onto a regional map and center it on a specific location. Then scale the map so the azimuth and range (polar plot) values fit correctly around the centered position.

I don't have the mapping toolbox, is there any other way - such as importing an image?

If you don't have the Mapping Toolbox, m_map is a good stand-in.
