Which machine learning fucntions should I use if I dont have statistical and machine learning tool box ?

Neural Net

Regression Tree

Is there any alternative ?

If you don't have the toolbox and cannot afford it, I would expect machine learning to be very difficult with Matlab.

Things like statistics and image processing can be re-implemented with some effort (although getting most of the performance is very tricky). I suspect you should consider Python if you can't acquire the toolbox.
