S-domain Transfer Function Callout?

I'm new to Matlab. I'm trying to enter an s-domain transfer function, but I don't have the Control Toolbox.
In a web article I saw this nomenclature: H=@(s) (s+2)./(0.01*s.^2+0.02*s+2);
This works, but I cannot find any info on what the "=@(s)" part of the line does. Any ideas?

Not a 100 percent on this, but it looks as though @s means to define s as the variable of the transfer function.
I think another way to describe it would be
s = tf('s'); H = (s+2)/(0.01s^2+0.02s+2);
