Apply 2D Moving Average Filter

Function takes input arguments as VL: Vertical limit which specifies values to be taken above and below (VL on both sides) about the current value. Similarly, HL (Horizontal Limit) takes values on the right and left of current value and then uses both values to find 2D moving average.
