Controlled PWM Voltage

Controlled PWM Voltage how it work because when i connected to voltage source it give ratio of output voltage not pulse signal can anyone help with example

Mahmoud ,there is very good example in this webinar about Controlled PWM Voltage ,but I could not implement that yet...
If you could ,please let me know...
