At university I used a pic18f8722 and it provided me with a good introduction. It's ideal for embedded systems and you can use the MPLAB® X integrated development environment for programming. Strongly recommend getting/building a suitable I/O board.

Arduinos are cheap, like $20 or so, and the Mathworks has software kits all set up to use them: http://makerzone.mathworks.com/?utm_source=Acad&utm_medium=spotlight&utm_campaign=MZ
