Yes. To place an online order you must create a MathWorks Account.

If you don’t have a MathWorks Account, you can create one now.

The laws differ from country to country and state to state. In most parts of the world, MathWorks is legally required to charge you a transaction tax—such as sales tax, VAT, or GST—and makes every attempt to assess all applicable taxes during the purchasing process.
