Finding closest coordinates and rearranging order to match

Hello,
I have data from stars that are arranged in terms of magnitude for each exposure time, each star has an associated x and y coordinate.
I want to search each coordinate with the initial exposure to find the closest matching coordinates and rearrange the other exposures to match as the stars are currently arranged by magnitude.
Attached is an excel file with the data.
