The college should provide the matlab license or the funds to purchase the license. there are no free academic licenses.

You can’t get a free activation key because matlab doesn’t offer one instead you can use trial version which is valid for 30days. If you’re a student you can use the software for free using the university’s license.

Only some universities offer matlab licenses to their students; in all other universities, the students must pay for their own license.

You can get a job with Mathworks, or you can win one of the contests that Mathworks runs from time to time. Or, if you can demonstrate that you are seriously writing a book based upon MATLAB, then you might be able to take advantage of their Author program. Finally, Mathworks offers free licenses sometimes to partner companies who are actively supporting use of MATLAB with the third-party product.

Other than that, there are no (legal) free keys available.

At the moment, the only free resource for MATLAB licenses is to become an employee or intern at Mathworks.

Historicall, MMathworks hhas sometimes offered free licenses as contest prizes, but their current contests do not appear to be offering licenses.
