Installing MATLAB WebAppServer gives me a 'Call to download server failed' error. Why?

I am trying to install the MATLABWebAppServer onto a private network onto a windows server machine, whenever I do so I receive the Error 'Call to download server failed (HTTP error code:12007).' How do I mitigate/resolve this?

MATLAB app server 2018a came with an installer that checked for internet access, but it does not really need it. You can work around it by renaming the installer to a .zip file and unzipping it, then running the app server application from there. 2018b fixed the problem by providing a zip file outright as part of the MATLAB compiler installation.
