Why am I not able to create the Python virtual environment using the ROS Toolbox Preferences window in Ubuntu?

I am configuring Python environment on a Linux® Ubuntu® machine using ROS Toolbox Preferences window by referring to the documentation "ROS Toolbox System Requirements":
After I specified the path to the python executable like the image below, however, I received the following error. My PC has enough storage but the error message asks me to verify if there is sufficient space on the disk.
Unable to create Python virtual environment: Error:
Command
'['/home/sws/.matlab/R2022b/ros1/glnxa64/venv/bin/pyth
on3.9', '-Im', 'ensurepip', '--upgrade', '--default-pip']'
returned non-zero exit status 1.
. Verify there is sufficient space on disk and retry the
command.
I used the following command to install Python. Why does the error above occur?
$ sudo apt install python3.9

To install Python on a Linux® Ubuntu® machine, use the following command with the required Python version for the specific Ubuntu release.
$ sudo apt install python3.9 python3.9-venv python3.9-dev
The command installs Python 3.9 on a Linux Ubuntu machine and the required additional packages. These steps are included in the documentation for release R2023a:
