Is it legal to read .mat files and convert them to python files without having valid Matlab license?

That would depend on the ownership and provenance of of the .mat files themselves; as long as you don't use pirated MATHWORKS code to read/write them, TMW has published the format and various addon packages have implementations that are available depending upon their various use limitations.

Thank you for the answer. Do you think that using SciPy and h5py free Python packages for reading .mat files is legal? I don't think these libraries are providing pirated ways to read those files.

As long as your access to the data in the files itself is kosher and you adhere to whatever the use policies are for Python and its addons (I've never looked at it so simply do not know under what provisions it exists) then, "sure".
