Normalization of time series data to 100%

Hi,
I've been working on a code for verticle force data from walking trials. My data has ten steps per condition and for each step there is a different number of cells for each step. I'm trying to normalize each step to 100% so it's easier to average the steps together. I've been trying to do some research on it and understand that each cell of data is just a certain percent of the whole stance phase but still unsure if I need to use a spline interpolation, how to do this in Matlab, or if it'd be easier to do so in excel? Would appreciate if someone could teach me how or direct me to how i can learn to do so. I've attached my current code if that helps.
